By definition transfers are handled in Transfer Groups which are built the same way as Inbound Groups (and are technically the same thing). However: The agent can be signed in to the same Campaign as the sending agent, there is NO requirement that they be in different campaigns.
so agent A in campaign 1000 can send a call to agent B who is also logged in to campaign 1000 through either the AGENTDIRECT ingroup or any other ingroup, but to ensure it goes to that specific agent, the AGENTDIRECT ingroup is the best method (unless you create an ingroup for each agent, allowing them to be chosen from the transfer dropdown by name).
Just remember that ALL agents should be logged in to the AGENTDIRECT ingroup during login to ALL campaigns and ALL campaigns should have AGENTDIRECT selected for both Inbound and Transfer groups. This will essentially allow any agent to transfer to any agent, regardless of which campaign they happen to be on.
Of course, it will also be necessary to allow "Inbound and Transfer" on all Campaigns to make this happen.
