Vicidial only for chatting

Hello;

vicibox 7.0.3, vicidial 2.12-15, Build 160508-0139, asterisk 11.22.0-vici, Single Machine

I have some employees in the office and need them to use vicidial for only chatting and not for any calls.
How to let them login for agent interface without need to enter phone extension and its password and without even configure phone extension for each one of them?
