As a note on this ticket, we just posted new code to the VICIdial svn/trunk codebase for our integration with TILTX's STIR/SHAKEN service.

Does this mean that calls cannot be made through vicidial from July 1st unless we use this service?

Not at all, every carrier is different, and you should contact your carrier to find out if they have any requirements for STIR/SHAKEN compliance. Some carriers will do everything within their own network switching equipment requiring no action from you, some carriers just require a single SIP Header for all calls to be sent, and some carriers like TILTX and some of their client carriers require pre-clearance of every call before the call is placed, which is what the new scripts I mentioned do.
