Broadcast campaigns

Hello,
I couldn't find a definitive answer so my question is, I want to make a non agent broadcast campaign, reminding people to go voting. Is this type of campaign in manual/toutorial described? Everyone is talking about vdad press one campagin and I'm not interested in that. I only want to play prerecorded messages. If that campaign is written step by step as toutorial in manual I'm buying it this second:)

It is written step by step in the manual :)

Be careful, reading the Manager Manual at night has been known to cause you to fall asleep :)
