If I have a web form I want to use on all campaigns is there a way to auto populate the web form field for all campaigns created.

You should be able to change the admin.php code and just add the variable in the HTML of the add new campaign section:
line 1878 add this after "maxlength=255":
value=\"http://www.test.com/this-is-my-webform.php\"
line 1878 add this after "maxlength=255":
value=\"http://www.test.com/this-is-my-webform.php\"
