Hello.
Where could I change:
Call Rejected: Congestion 38 (or any code)
To say something different?
I would like to edit the list of cause codes to make them more friendly for our call center staff. Thanks in advance.

thank you for posting your vicidial version and build. please also post your installation method (ie: vicibox 3.x.x?).
Where would you like to change this information?
are you talking about in the agent's manual dial screen? If so, that would be in the file agc/vicidial.php (if using a stock installation of vicidial)

YES, in the manual dial agent screen.
Will changing the reason codes affect anything else?

the codes aren't "in there", they are generated from the sip provider and passed through. if you want to change them, you have to rewrite that file to "interpret" them and display some other text.
