Well i am planning to start 25 Seats call center..

1. CPU - Intel® Core™ i5-2500K Processor (6M Cache, 3.30 GHz)---or---Intel® Xeon® Processor E3-1230
(8M Cache, 3.20 GHz)
2. Mother Board - Please Suggest according to processor
3. RAM - 4 GB DD3 CORSAIR
4.Harddisk - 1 TB
5. Should i use any cooling kit ???

well I hope you will use a fan at least
No after market cooling kit required, just use the default fans. I am not sure if this will be enough for 25 seats(Depending on your call volume and database load.) The fact that you are using G729 will labor the system a bit more. You could easily just buy 2 used HP dl580 for about 200-250 a piece and roll with those. Cheap, stable, and works very well.

No other software installed on the box.
I've read the manager manual.

get a western digital veloci raptor 10,000 RPM hard drive, it helps increase performance specially if your server is stand alone
