campaign has 0 leads in the dial hopper

I installed VICIDIAL (VERSION: 2.6-375a) I have created a Test Campaign, Loaded Leads, created user groups and users and it still tells me "0 leads in the hopper." but the leads are loaded without any error
and I try to login as an Agent and it tells me Cannot log in ..due to No leads in the hopper.

after getting this error message i tried " /usr/share/astguiclient/AST_VDhopper.pl --debugX " command then i got the following error messages
NO SHUFFLE-NEW-LEADS INTO HOPPER DEFINED FOR LEAD ORDER
NO DIALABLE LEADS FOR THIS CAMPAIGN
hopper too low (0|100) starting hopper dump
ERROR CANNOT ADD ANY LEADS TO HOPPER

kindly let me know how can i solve this problem ?

In campaign
-- add dial status = NEW
-- minimum hopper level = 100 or above
-- dial method -- ratio/manual
in list
-- make sure the leads are uploaded in the defined list
-- make sure the list is Active

be sure there is no filter
be sure the call time is set to 24 hours (and that the 24 hour call time has not be redefined!)
and be sure the Campaign is active
and if you have "NEW" as the dialable status, be sure there are NEW leads in the list assigned to this campaign.
