Not understanding multiple call handling

4 Agent machines
2 DB servers
2 recording stores
150 seats

How does one do multiple call handling?

Our agents park calls, but seem unable to pickup a call from the
list at the bottom of the screen. (aka take call)

Is there some other process for multiple call handling or something I have
missed in the config?
