launching an external app per call best practice

When the system delivers a call to a user I was wondering what
the best practice way was to invoke an exernal application without
using the WEBFORM button.

In other words, we would like to invoke the external URL when the
call is delivered without the need to push a button.

I suspect the silent 'Start Call URL' might be used for this, but thought
I would check if this is the intended purpose, an appropriate purpose,
or if there is a better way to do what I wants.
