We used Pennytel before but their service is not that good.. we've experienced alot of issues with them before..
I recommend you to take a look at Comvergence they are our main provider now for about 9 months.

Are you looking for per call rates or per minute rates.
i provide sip trunks in australia for 2c per minute to city numbers and 2.2c to country numbers. $50 a month for 10 lines in/out, with 10 dial in numbers. Extras lines and numbers are available.

Yes I am still open for suggestions. I can go with per call and per minutes plan whatever suites me.

Australian based using Sydney data centres. The rates could NOT be more simple - 1.5/1.7/12.5 for city/regional/mobile. The min call cost that really kills a dialler is lower than even any re-seller rates we can find. Dialler friendly and solid infrastructure. The site pretty much says it like it is. Use this as a benchmark against all others!!
Company is called BonzaTel (it IS Australian so don't laugh) and is an Aussie URL so you can figure it out from there. This company exists to cut out the rubbish in telco-land and make it financially more viable to conduct high dial rate campaigns in Australia. Alternatively message me of course.
