List Hopper Ratio or Priority

I am operating a call center with 10 agents and we add about 1,700 new leads every day to our dialer, and we dial about 6,000 calls per day. The problem I am facing is that we seam to only penetrate our leads that were last created in the last 1 - 4 days, leaving the older still good leads aging .

What I am planning on doing is creating a new list every week instead of constantly adding to the same list. So that when the hopper loads enough leads to dial it grabs leads from the previous weeks.

My question is; if that is the way the hopper works?
If I use DOWN COUNT 4th NEW on my campaign setting will this query be made on each list assigned and then grab a certain amount of leads from each list or does it put them all together and then runs the query...

Any help or advice on list management would help, right now I use five9 which lets you set a dialing ratio for each list assigned on the campaign, and list priority and I dont seam to find that on Vicidial.

list_id is not a factor in lead loading. They are all considered at once, regardless of list. So moving them into new lists will have no effect.

DOWN LAST CALL TIME may be what you want to use. Perhaps after you deplete your NEW leads every day.
