Integrate with external application for specific agent group

Would appreciate info on wether this is possible:
We are looking at using a number of seats in an existing call center that uses ViciDial. We have our own CRM type app that we would like to activate when an agent has a live lead on the line (the app runs on terminal server and currently accepts HTTP GET commands for this purpose). Can ViciDial be configured to send such commands when a call goes live, including info like custom lead ID (loaded with campaign)?
Given that we are only using some seats in a larger call center, can this be configured only for our (group of) agents?
We'll likely need assistance with the ViciDial end of things, to start it off we need to know if at least it is doable.
