Is there a log to see who Emergency logs off somebody? Just seeing if a manager is messing around with another manager..... Or an IT issue...

You did not list your version, but if you are using a more recent version you would see either a ADMIN LOGOUT CAMPAIGN AGENTS or a USER FORCED LOGOUT FROM STATUS PAGE entry in your vicidial_admin_log for a forced logout of agents by a manager.
