congestion in vicidial UI page

Hi,

I have this problem, i have a campaign which is manual dial,as the agent click dial next number it will ring and then a few seconds if there are no answer a window pop up say congestion etc..etc..what is the cause of this?

Campaign Dial Timeout determines when this popup occurs.
