Issue in DIALABLE leads

Hello experts, I am having one weird issue. I can see dialable leads are remaining more than 19000 in real time reports section of the campaing, but system stops dialing leads. These are the values I see in real time report section of the campaing...

Dialable leads: 19929
Leads in hopper: 0
HOPPER ( min/auto ): 6006 / 4

In campaign settings I have

Minimum hopper level: 2000
Automatic hopper level: N
Automatic Hopper Multiplier: 1
Auto Trim Hopper: N

I tried even clearing the list and then uploading leads again but everytime system stops at these dialable leads value. Dial status is New. Kindly help.

Maybe it is too obvious but check the Local Call Time value on your campaign

1) Installation method? After all, if this was a bad installation ... and you left that information out ... we'll never be able to fix the problem.

2) Run the hopper script manually with --debugX. You may be surprised to find out that the hopper is being loaded and then unloaded for some interesting reason.

3) Broken table? mysqlcheck ...?

Thanks all of you specially William, I asked client to check and repair the database and it fixed the issue.
