Disable voice server in cluster, still receiving calls

running version 11.22.0-vici
Cluster configuration:
1 DB server
1 DB Slave
1 Web
3 Voice servers
I just added another voice server and was in the process of setting it up. however its receiving calls and has no where to send them because I have not configured the phones to access this server yet. I have tried setting server to Active = N, Active Agent Server = N, Active Asterisk Server = N, Max Trunks = 0. It still receives calls. I have stopped the Asterisk service with "service asterisk stop" and CLI "core stop now" still receiving calls but now the inbound number receives an error message since it can not find the server.
Which server is in charge of routing the calls? I have also tried changing the Carrier to use a specific IP instead of 0.0.0.0 (all servers).
Would like the ability to take one of the voice servers offline to upgrade and keep the production cluster working. Thank you for any help!
