I need recommendation for a SIP Trunk provider that is ideal for predictive dialing, or a provider with tolerance for call center traffic that has low average call duration (ACD) and high call per minute (CPM)

I'd be wary of someone who wants to talk to you about being "good people" after you specifically said you have low ACD and high CPM without specifically stating that he's able to take low ACD and High CPM calls. Especially since he would also have been expected to mention ASR, but didn't.

Not saying anything bad about him, but don't get your hopes up and don't make a deal with someone whose office isn't in the same country as yours (offering you no recourse if there's a "misunderstanding" which is all too common).
