How allow agents to another campaign

I have this scenario I have 2 campaign which is Medical campaign have 10 agents and Surgeon campaign have 20 agents.
Then here is my question How can I allow 5 specific agents from Surgeon Campaign to have access on Medical campaign. Because when I use the User group and allow the Surgeon campaign to Medical campaign and all agents in Surgeon campaign can access the Medical campaign. I only want 5 agents can access the other campaign not include the 15 agents.
