Obviously if you go with 25 seats per "normal" box .. it's a lot of boxes. And a lot of maintenance.

BUT ... if you go with "clustered" 10 boxes a dededicated MySQL server and Web server ... with no recording ... and not "normal" (Xeon Quad or better) ... it should not be all that difficult. Planned properly. And if you reduce the "power" of the boxes but keep your MySQL / Web servers "monstrous", it still should be very doable. There's only ONE trick to such a setup:

Getting a client who will pay for it.

I havent seen a single campaign that uses a single campaign on a dialer for more than 100 seats. they are always divided on a team.

What I will do is to have separate database for each of the campaigns (the big ones) and some campaigns on the same database server.

Then start using dual quadcore and fit 50 people in it :D for asterisk.

But if ever I get a client that has 1000 seats you can bet your ass im gonna start calling Matt.

lol. he didn't say they were all in the same campaign. just 1000 seats. he didn't even say they were loggin into the same server. thus the concept that it could be a WHOLE BUNCH of 25 user systems or one Monster Cluster or anything in between, but unquestionably "doable".

We have done over 200 agents on a single outbound campaign before, at that level of agents and dialing the predictive dialing is extremely effective with a very low drop rate.

But I have a feeling that a service-oriented organization like India Railways would probably just be doing mostly inbound, which is much less intense and requires a lot less resources to handle than predictive outbound.

How would you do a cluster? Would you have vicidial installed on all the boxes? How would you have the main database/webserver box connected to the other vicidial boxes that are handling the dialling and agent login?

Search for it in the forums and then buy the manual. It's technical, but if you follow the directions it's not too darn difficult. The easiest way to start is to install vicibox on all the machines in question ... then follow the directions for what parts to use where, since they will then all be capable.
