1) when you post, please post your entire configuration including (but not limited to) your installation method and OS with kernel or version, vicidial version and build, asterisk version, telephony hardware (model number is helpful here), cluster information if you have one, and whether any other software is installed in the box.

this IS a requirement for posting along with reading the stickies (at the top of each forum) and the manager's manual (available on EFLO.net, both free and paid versions)
2) This is not a problem, per se. It's the normal way the system works.
Since those "dispositions" are not going to be dialed anyway, their "called vs not called" status does not matter.
BUT: If you decide to call one of them a few minutes later, and they were NOT reset with the rest, you'd have to reset again to allow the freshly allowed disposition. Which would be disruptive to the calls already in progress if you've only worked partially through the list.
So: Since they are all reset at the same time, regardless of disposition, when you decide to change "allowed" vs "not allowed", those new dispositions become available to dial immediately (but remain dormant until needed).
