do your agents get a "callbacks" notice on their screens?
do your agents have manual dial privileges?
did you use the manual to set up callbacks?

Callbacks are expected to be manual calls. Otherwise the result of autodialed calls can be drops. Dropping a callback is the same thing as throwing away money.
Go through the manual and complete a normal callback setup and see how that works for you. This requires giving the agents manual callback permissions.

I am not suggesting you "read the manual". Rather that you look up the standard method of setting up callbacks (not the method you want to invent right now!). Then after you've used that method, and it has worked, you can look at modifying it to your needs.
Of course, I'm assuming callback setup is in the manual. Did you find it? (you mentioned reading the manual .. you did not, however, mention what part of it you read or whether you located the callback setup instructions ...).
I try to avoid reprinting sections of the manual here in the forum .. that's kinda what the manual is for.
