Two Parallel campaign in predictive dialing

we are trying to run two campaign in predictive mode.problem is that 1st campaign is running smoothly ,and 2nd campaign showing trunk shortfall.
Total agent 120
Total Trunk 150
Total agent in 1st campaign 100
Total agent in 2nd campaign 20
Total trunk to 1st campaign 120 with maximum limit
Total trunk to 2nd campaign 30 with overflow allowed
ratio same in both campaign.
1st campaign running fine but 2nd campaign showing truck shortfall and there is no live call.if i let only 2nd campaign to login then its ok.
2nd campaign can run in manual mode but i want to put it also on predictive mode.
please anybody help me .its too urgent.
