Load List utf-8

hi
i changed system settings non latin to 1 and dbconnect.php and dbconnect_mysqli.php non latin to 1 and it working.For example ö ç ğ ü ş İ is working.But i can't load list utf-8

for example my data.cvs name = NEŞAT but mysql just name = NE
if i load manuel (Add A New Lead) no problem it working but i cant load cvs or xls format non latin..

Have you tried a tab-delimited .txt file or an OpenOffice/LibreOffice .odt file?
