I currently have a vicidial dial server that uses a PRI card. I have that all set up and working with no issue. I changed the extensions.conf and the system.conf files to get the PRI card working. Fast forward several years and we are now switching to a sip provider for our outbound calling. My question is, can I just create a sip carrier, make that the active one, make my current carrier inactive without messing anything up? Do I need to remove the PRI card and undo the changes I made to the conf files?

You should be able to just add the new SIP carrier in with no issues. We usually recommend using a different dial prefix with the new carrier so you can test it out while you still have the old carrier set up.
You should not need to remove your existing PRI card.
