How To Dial an external phone (cell phone)

I am trying to setup an external phone to dial a cell phone number.

How is this accomplished? I have read the manuals and forums. As far as i can tell when selecting External on phone configuration you enter the phone number under Dial Plan Number. I entered a 1NXXNXXXXXX phone number for a us phone number. when i dial the extension this is what i get:

on our sip device I get an error sip 404 no route to destination


What am i doing wrong?

I have configured to dial an outside line with external phone by adding cell number to Unavailable Dialplan Forward option. The issue i am having now is that when the cell number is called it uses the DID caller ID. How do I pass the (original caller) Caller Id?
