Quick question, what is the script that builds extensions-vicidial.conf and how is it called on a dial server?

ADMIN_keepalive_ALL.pl is the script.
It should be in the crontab on all dialers running every minute.
The conf file rebuilding is triggered by a database field in the servers table to rebuild conf files.

Awesome, that was very concise and I was able to accomplish what I was trying to do, which is cause the rebuild of a custom configuration file I made.
