Installing asterisk-perl module: failed

I am installing vicidial on a ubuntu server 12.04.5 LTS I am following vicidial for dummies pdf file...everything was going fine but I got stuck on Installing asterisk-perl module: http://asterisk.gnuinter.net/files/aste ... .08.tar.gz

it shows "failed : connection time out"
then after
retrying...

please help what to do?
