Yes. That's what Dial Prefix is for. If you set up one carrier as "Dial X" and the rest as "Dial 9", "Dial 8", "Dial 7", etc., you can use a different carrier on each campaign, yet another carrier for 3-way calls and (to the point:) yet another carrier for Manual Dial by using the "Dial Prefix", "3-Way Call Dial Prefix", and of course the "Manual Dial Prefix".
Method:
One carrier can be set up with _1NXXNXXXXXX in the dialplan entry.
Another can be set up with _91NXXNXXXXXX
Another can be set up with _81NXXNXXXXXX
Another can be set up with _71NXXNXXXXXX
Now you put X for _1NXXNXXXXXX, 9 for _91NXXNXXXXXX, 8 for _81NXXNXXXXXX, and 7 for _71NXXNXXXXXX in the chosen Dial Prefix field to select that associated carrier for each dial prefix.
You can also set up Failover (so a 2nd carrier is attempted if a call fails).
Contact your carrier to find out why they failed a specific call. Give the carrier the exact date/time/timezone and number called and they should be able to enlighten you as to why they rejected a call.
