Stop using the word predictive. That is only used to describe a system meant to keep a specific number of agents busy. With no agents, predictive does not apply at all.
What you are describing is a "Survey" in Vicidial, also referred to in the industry as a Broadcast (or Robodial).
In a Survey campaign, the system dials and upon answer will play a message and then hang up. This same method CAN allow a lead to press one and reach an agent, but that is not a requirement.
Look in the manual for a Survey Campaign configuration and you'll be good to go.
Advice: Try the Built In Survey Campaign before you do anything else. Verify that it works. Then change ONE thing at a time and test after each change. Slowly but surely you'll have what you need ... without having to pay anyone or ask advice, lol. Just remember to test after each change and UNchange anything if you broke it (to be sure that what you just changed is what 'broke it').
