We are handling inbound calls with an In-Group. Calls are being taken into queue, however the callers coming in are being associated to their existing default list_id (999) record.
We have replaced all the references to 999 and set our designated List ID in the DID, Campaign, and In-Group to no avail. Calls coming into queue are retrieving the existing lead from 999 list instead of our intended List ID.
Is there a way to force inbound calls to the Campaign use a specific List ID?

yes if yoiu go into the DID itself you should be able to specify as below:

what you have set for the In-Group Call Handle Method:
In-Group Call Handle Method will decide where to search the incomming call callerid in which list.
Here is the options :
CIDLOOKUP will attempt to lookup the phone number by the CallerID in the entire system,
CIDLOOKUPRL will attempt to lookup the phone number by the CallerID in only one specified list,
CIDLOOKUPRC will attempt to lookup the phone number by the CallerID in all of the lists that belong to the specified campaign,
