FastAGI_log.pl running many times / filling cpu%

on a server thats running 2.0.3
i have the FastAGI_log.pl running 3 times (with the --debug) or more,
im not the one on charge of that server, but the current admin doesnt seem to know why it's popping up so many times, he tried killing some of the processes, but this only seems to spawn more times.
the cpu load is getting killed by this processes,
what can i do about this?
how can i detect where it's being started from? and stop the madness
(this didnt happen till a day ago when we had a power failure, im trying to figure out what could've messed up to cause this
