About 70% of the calls going out are Good.
I know all the numbers are good because I used My cell phone of all of the list. It says please dial 1 before dialing your number so my guess is that it is dialing out too fast and does not catch the 1. How do I fix this problem? Can i put a 1 sec delay?

I believe it is the phone company. So What i think it is not catching the 1 before the number >?

What kind of trunks are you using?
Who is your carrier?
What does the Asterisk CLI show that you are sending to the carrier?

make a call and post the asterisk cli results
i think your trunk needs the 1 prefix and you dont have it configured on your out dial plan

If you have an "X" in your Dial Prefix make sure that in your extensions.conf you dont have a ":1" after a 1NXXNXXXXXX
i.e. - exten => _1NXXNXXXXXX,1,Dial(${TRUNK1}/${EXTEN:1})
