what would you be using different SIP trunks for?
Multiple outbound dialing accounts for the same camapign, or multiple campaigns?

SIP is used to dial outbound.
Now we have 2 providers.
In case if One goes down , we need to switch over to another.
My dialer guys who is NOT under our payroll, says that we cannot DO IT and we NEED to depend on him.
Is it true ?

That is failover, you just need to add another line in your dialplan where you dial out after the first SIP provider, put the second one.
