How mirrors are placed
Mine is saying not connected. cant access URL. I have put e.g htt://cpan.mirror.rafal.ca/src Is this the way to put. If this can be solved than I could move ahead.

You probably need to look at the cpan.org site for more information about CPAN. I have never had problems like this with CPAN on any installation that had a good internet connection.
