not all phones register

Just set up a new server (hosted). For some reason not all of the phones were able to register. The strange thing is that phones that were not able to register, later were able to.

I didn't have a chance to experiment but I am wondering if there was a limit to the number of registered phones I could have at one time. This would explain why some that were not able to register later were able to; that is, when one agent signed off there would be room, so to speak, for another to sign on. Is something like this possible? What could be the cause of this ?

No, but your hosting provider may not have the firewall/router set up to allow so many connections easily (we have had many issues with different routers, firewalls, even ONTs!).

Or you may have been impatient and not waited the full minute before Vicidial could register your phone settings ...

And now that we're on the topic of patience ... where are your system specifications for this support request (Vicidial version is nice ... what about the rest? Or are you a "do the minimum required" kinda guy?) All my years of preaching that and you just "let it go ..." for shame.
