I've run into a little issue that I'm looking for a solution. We're a collection agency and we build our lists from our collection software based on the addresses we have and then rely on vicidial to dial based on the area code. That's been working great but we just went through a state audit where we got dinged by the auditor because a previous address was in their state but the phone number we were dialing was in another state. It was basically a NV address but a CO phone number and the auditor claimed we could have been calling before 8am NV time. About an 8th of our numbers in our lists have blank addresses.

I've created filters to not call area codes during natural disasters and that's worked great. Is it possible to create a filter that if the state is blank to make the calls times between a certain time, like 10 am and 8pm for my local time? and if so, how would I go about doing that?

i'm pretty sure you could move these into a special list and disable nightly gmt lookup on them, and force the time zone to a special time zone (which wouldn't directly affect the call times, admittedly) or you could write a complex filter to omit records with blank states during those hours.

... or perhaps create a "special state" (?XX) and add all the "blank state" entries to it (scripted, nightly? or during import ... or both) and then create a special state rule for that state forcing the call time you specified. after all, call times DO have the ability to have special state-based rules. so make a new fake state and apply a rule. I thank that may work.
