Survey Help

Ok so I have a campaign that runs perfectly like this. My list is called at 60 calls with remote agent. Prospect hears "survey" and if interested presses 1 if not presses 9 (DNC) when prospect presses 1 they are sent to voice mail box which is then sent to email. In this scenario I usually get around 1 VM to email every 3 to 10 minutes, I have been running this campaign for months with zero issues.
Problem is this; Same campaign withOUT remote agent and I log in, I then change the press 1 (survey method) to "agent_xfer". I hit resume and..... I get 1 transfer maybe 2 and then nothing the dialer just runs and I can see that the message is being played but no transfers. Makes no sense to me, why when I change the campaign to transfer to agent it doesn't do anything really in the sense of transferring to agent.
Any suggestion on how to debug or is there really something I am missing. Yes I have read the manual, and please remember the campaign works fine except under the "problem" area scenario. Thanks in advance WC. HEHE.
