How do I enable User Group List Restriction in admin_modify_lead.php?

When a Supervisor tend to search a number, supervisor sometimes sees other users that are on the other user group.

I do not have version 2.6 installed anywhere to reference. However:

Admin User Group security is assignable to Campaigns. If you want to restrict access to lists, assign them to appropriate Campaigns which is where they will get their security restrictions. If you want to segregate users, use Campaign level which is available instead of list level which is not to segregate them.
