User Level Permissions Issue

Hello,
My name is Michael Stegall with 10th Planet Technologies USA, our business hosts call center dialers. While setting up a new client's administrator we had issues with permissions. We created a separate admin user group for this client with the user level of 8 but they don't have enough access to administer their users other than changing their passwords. For security purposes we cannot allow clients full access to our dialer with level 9 permissions. Is there any other way to allow custom access to certain features above level 8 but not as high as Level 9? We seriously need a user level 8½!

If you upgrade to 2.4 RC1 or more recent svn/trunk there are additional options.

Thank you Matt for your quick response. Would this upgrade to the most recent trunk break vtiger functionality? Our client is set on using a CRM but we don't have the time or resources to integrate any other one than vtiger.

We have not removed any of the existing vtiger functionality, so it would probably function the same.
