Check for Valid Prefix and Area Code???

What is that. I am curious because I am finding getting decent lists is not fun. Either spend thousands upon thousand or get crappy lists. Any thoughts, suggestions.

That works for USA/Canada only, it will check for valid areacodes and that the prefix(4th digit) does not begin with a 0 or a 1.
