Blind monitor session recorded as voicemail.

When using blind monitor through the real-time reports option, the calls are being recorded to the voicemail of the monitor account. There is no campaign associated with the monitor account and I am unable to create the phone without a voicemail entry. We force recording on all calls, however, when comparing this dialer to older installations, the settings are consistent. I can manually clean out the box in asterisk but shouldn't have to. Please advise. What am I missing?
