Music on hold not playing

I have setup inbound, outbound and blended campaing, Everything works fine except it doesn't play the music on hold file.

Does asterisk try to play the files, and if so what does asterisk tell you in the CLI when trying?
what is the file format of the files?
check with the command "file", should be something like "RIFF (little-endian) data, WAVE audio, Microsoft PCM, 16 bit, mono 8000 Hz"
