ingroup agents not receiving calls

Setup is...
Vicibox 4.0 from ViciBox.i686-4.0.0.preload.iso | Vicidial 2.6-375a Build 120831-1523 | Asterisk 1.4.44-vici | Single Virtual Server (VMWare) | No Digium/Sangoma Hardware (This is just a test bed)
The problem I'm having is that I can make an outbound call, the call connects OK, I then transfer the call using the "local closer" button (making sure the correct ingroup is selected in the dropdown), the called number gets put on hold and is listening to music however none of the agents logged in to the ingroup receive the call.
I have a single campaign setup with "Allow inbound an Blended" enabled. When agents login to the campaign they are given the option to select the inbound group which I have setup. I can see from the "Click here to see agents logged in to this inbound group" link that my closer agent is logged in and available to take calls. I can also see from that agents screen that there is 1 call queued.
I can't figure out for the life of me why then the agents isn't actually passed the call, am I missing something?
Any help would be really appreciated!
