List menu missing

I have installed from the official CD and then performed the SVN upgrade. In the administration section the "Lists" link that shows up in the menu like "Users, Campaigns, List, Script" does not show. Instead it shows "Users, Campaign, Script".

please list the Name of the .iso image/CD that you used to install. it contains the version and distro name of the installer. helpful.
if you installed from Vicibox ... you did not need to upgrade after unless you installed a while ago and upgraded now...
when you upgrade, there is an UPGRADE document in the base of the source files. read it. you must upgrade your database in addition to upgrading your script files with the install.pl command. the database and script files must match, or odd things happen.
it is also possible your user somehow no longer has permission to see Lists ...

The ISO is called ViciBox.x86_64-4.0.3.preload.iso I did follow the upgrade instructions to upgrade the database, I upgraded because the vicidial version was about a year old.
I notice now I can reach the lists section from the pages that have a top navigation bar. I don't see anywhere to allow/deny access to the lists section and I am using the default 6666 user.

Check in Admin -> System Settings to see that outbound autodialing is enabled.
