Disabled Autodial - Still Autodialing

Disabled Autodial - Still Autodialing
We upgraded to the freshest SVN Trunk Version 2034 and ran the following:
$ mysql asterisk
mysql> UPDATE system_settings SET disable_auto_dial='1';
mysql> quit
It IS showing 1 in the DB for "disable_auto_dial"
It IS Showing "Auto-dialing has been disabled on this system" on the Campaign Detail Screen when switched to ADAPT_AVERAGE
Tried the following:
Rebuilt configs again
Logged agent in and out
Rebooted Server
The System still continues to Autodial if Campaign Setting is switched to ADAPT_AVERAGE
According to Matt's link here (board would not let me post link Topic: New TCPA Rules Oct 16,2013 about Autodialer) "Once this is done, the system will be incapable of automatically placing outbound calls. This includes dial methods using ADAPT and RATIO in campaigns."
Any Help on what could be off or what to check is appreciated!
