how fast a dialer can it go?

How fast can vicidial go as predictive dialer?
I've tried a lot of configs, but so far I can only get it to dial 27 SIP trunks simultaneously w/ 20 agents logged in. I have 83 SIP trunks allocated for me from my SIP provider.
I've tried Ratio and Autodial level set to 4. Ive tried ADAPT_HARD_LIMIT with Maximum Adapt Dial Level set to 50, Adapt Intensity Modifier set to 40, and Dial Level Difference Target set to -1... and I still cant get it to dial a lot of lines simultaneously... On all all instances I've set the drop limit to 40 or higher so that it is not reached.
Is it processor load? I see peaks of 3 to 4 on 21 agents (recording not enabled). Asterisk,Apache,MySql all in one box.
Is it bandwith issue? My server is hosted in the US, and agents are in Asia (PH). Its a CentOS 4.0 on Dell PowerEdge 430D-2.
