Available Only Tally Threshold

I've recently noticed, that Available Only Tally Threshold option when enabled counts agents not on per-campaign basis (no matter on what phone server they are), but on per-sever basis. Here is a piece of my campaign debug page:
Where is the logic or am I wrong?
I can have 30 agents on one server and 4 agents on another logged in to the same campaign and that another server will dial with available only tally set to Y? I suggest this should be calculated on total agents logged in to the campaign, when using campaign routing extension sending to any phone server within the cluster.
