Inbound and Outbound blended "FIXED"

I have and outbound campaign set up and has been working fine, I then added and inbound campaign to the outbound campaign, and the inbound is working fine, but the problem is the outbound is not dialing out, I changed nothing on the outbound campaign except what was needed to incorporate the inbound, I have it in ratio mode, when I look at the real time screen, the agents status is "closer" "paused" or "incall" again inbound is fine and outbound wont dial out. Any thoughts?

FIXED, when the agents were logging in they were not hitting the "outbound blended" box at bottom of the log in screen.
