Help me to reduce Congestion

TRUNK=DAHDI/r0

exten => _9XXXXXXXXXXX.,2,Dial(${TRUNK}/${EXTEN:1},,To)
exten => _9XXXXXXXXXXX.,3,Hangup
we are using 4 port digium card&4 Pri line connected.i have done pri grouping.
In carrier status Congestion(--21-----CONGESTION--) is more.is that problem with dial plan or provider end.
